[Roadmap] 운영 신뢰성 개선 — 생존·전달 판정을 프로토콜 중심으로, 루프 정족수·재검토 범위 축소, 셸 계층 축소, 위생 도구

항목 4 (delegate-job 래퍼의 판정을 Python 으로) 는 PR #51 로 병합했습니다 (v4.8.6, 56d0bfd). 나머지 항목이 있어 이 이슈는 열어 둡니다. 후속 메모는 PR #51 마지막 코멘트에 있습니다.

[Bug] 격리 herdr 서버가 재기동되면 저장 레이아웃 복원으로 에이전트가 권한 플래그 없이 뜨고, 지운 에이전트까지 되살아난다

#45 의 범위 밖 제안 2·4 는 #49 로 옮겼습니다(서비스 차원의 훅이 생길 때까지 보류, herdr 이벤트 확인을 첫 단계로).

[Bug] 격리 herdr 서버가 재기동되면 저장 레이아웃 복원으로 에이전트가 권한 플래그 없이 뜨고, 지운 에이전트까지 되살아난다
