[Bug] create_session.sh --onboard 가 막 뜬 에이전트로의 온보딩 전달을 곧바로 실패로 판정하고, 롤백의 kill-session 실패는 무시되어 세션·YAML·잡 상태가 어긋남

원인 후보 확인: macOS 에서 재현, delegate-job submit 사전 점검도 같은 원인으로 실패

해결 — PR #29 (병합 시 닫힘)

#21 항목 7 의 시험 운영으로, 워크트리 creator 가 fix/issue-20 에서 구현했다(PR #22 권고 ④ 포함). 커밋은 PR #29 에 포함된다.
