GodopuandClaude Fable 5.1 6d182b392c fix(delegation): conflict refusals and legacy claims write next to the registry too ...

engine._flush computed the registry's audit-log root but did not pass it to
the conflict_refused append, and _pick_pending_legacy did the same for its
status_changed append, so both landed in the workspace default when the
registry was moved and no override was set (review P2, Issue #57).
