Godopu f98b9582c7 docs: clean up root markdown files and synchronize with v4.4.0 standards 
- Relocate legacy implementation_plan.md to docs/contracts/nats-backplane/implementation_plan.md
- Synchronize root documentation (README, README.ko, BOOTSTRAP, BOOTSTRAP.ko, AGENTS, MESSAGING, IMPROVEMENTS) to latest v4.4.0 standards
- Consolidate IMPROVEMENTS.md to single source of truth (5 open / 31 completed tasks 1:1 matching section headers)
- Archive unanimous PASS review reports from Claude, Grok, Codex, and OpenCode along with Plan Rev.2

Godopu 76f10b2096 feat(agent): add full codex agent support (v4.2.0) 
- Implement CodexAdapter in lib_py/agents/adapters/codex.py with safe flags and TUI readiness
- Extend create_session, resume_session, stop_session, and reconcile for codex CLI
- Support codex agent delegation and loop integration across all multi-agent skills
- Add unit, component, and contract test suites for codex integration
- Verify all 462 tests passing cleanly
